It's for native 60 Hz, notice 480p is marked as working.

I had a similar setup problem. Since I had a considerable amount of PAL games I didn't really want to replace them all with NTSC versions just for 480p since Swiss can do that for the vast majority. I only have a few Japanese imports like Ikaruga and F-Zero GX but several also have problems displaying the Japanese text on an English Gamecube BIOS (Japanese GX is even missing a ton of graphics making it unplayable). Swiss is pretty much the perfect tool for that too since you can force the proper text encoding ANSI or SJIS so these games will display correctly without needing a Japanese Gamecube.

I was using the SD media Launcher which works great for loading Swiss from an SD card and forcing 480p where possible for PAL games but it requires a disc swap. Now I have modded the PAL Gamecube with a Viper chip to make it region free and have installed SD load as a plugin for the chip. On bootup I can choose to go into SD load and I load Swiss from that so I don't need a startup disc anymore.

I think in your case the mod option for the component cable with a VGA connector and RGBHV to get the RGB signal out is the easiest solution. You could also get a D-terminal cable for that since they already have the H and V sync wires and they're cheaper than the component cables (still expensive though).

Is it possible to mod the component cable for RGB sync on Green? That might also help with connecting it to the BNC inputs?

I don't want to hack my expensive cables, so I ordered a GARO for now.
Looking forward to receiving it :)

Got the GARO today, and compared to a PAL cube (RGB Scart) it really shines!

Next step;
- Get a modchip so I can direct boot the GameBoy Player Interface to run GBA in 240p
But will there be a difference running the GameBoy Player in 240p via NTSC cube/component and PAL cube/RGB scart?

I think the only difference should be is the slightly less vibrant colors, not too big of a difference in quality from rgb.
