That PCB has nothing dangerous on it I believe, I adjusted mine using a regular mini screw driver. Only trouble is that it can be hard to observe the screen and adjust pots at the same time. A mirror might help.

As long as you stay away from certain parts of a CRT you should be fine. In particular the anode cap, and the flyback. The suction cup looking thing, and the big black device it is connected to via a thick wire. You can find more info by googling around, but don't worry, a cool head and steady hand will get you far.

Yes, all of this. You need to learn what all of this stuff is and be familiar with what is dangerous, and also be aware that this is all assuming a "normal" inside. If there is something awry, then more bits could be dangerous.
