Problem with Master of Weapon Board

Hello,

i recently bought a Master of Weapon board from ebay, Taito original. the seller is claiming that he teste it and it worked 100%. well it is very strange but the pcb is booting and running but the controls are not working. it is not possible to move the ship up. sideways does work and shooting too. in fact it seems as the down button is recognized as pressed all the time so it forces the ship to go down and upwards movement is not registered. running it on a Vega 9000 supergun. for test i also tried it on another self built supergun with same results. of course I also checked on a lot of another pcbs and tehre everything is working fine so i think i can rule out my setup as error source.

is there a known issue on this pcb or any other tipps?

Are the resistor packs damaged?

thankfully the seller took it back...i am sure the pcb has been faulty
