the Emulation General Wiki has a list of cycle accurate emulators.

off the top of my head I believe Nestopia, Higan and Exodus are the most famous ones. (however I still prefer to use Genesis Plus GX for Sega Genesis as its accuracy is nearly cycle, and I like the interface better)
