MGS: Peace Walker x Suikoden

Watching the video interrupting Peace Walker HD title screen, it struck me as reminiscent of such introductions to certain Suikoden game(s) - most prominently II. Is there any person known to have worked on both titles?
The rear gate is closed down
The way out is cut off
