Hi Guys,
I'm finding conflicting information on whether there is any difference when using a PAL or NTSC Wii console with Virtual Console titles in 240P mode. As long as they can both do 480i and then be put into 240P mode, will they both output 60Hz or will only the NTSC model do this?
Also, is a RGB SCART cable the best option for 240P VC titles or should component be used?

It depends on the region if the VC games play in 50 Hz or 60 Hz. PAL region will be 50Hz, but support RGB output, while NTSC is 60Hz without RGB output. If you want the best of both worlds you need homebrew.

with the Wii, I would stick to component. RGB output is disabled whenever you play NTSC games, and enabled for PAL games. Too much of an inconvenience, so its best to just use component which works for both.
