LM1881M works on saturn, not on snes ( both pal )

Hi there,

i was wondering if anyone could help me. I made a soic to dip8 board with an lm1881m. I has the 0.1uf capacitor on the input and another one between the ground along with the 680k resistor. This board works fine when used with a pal sega saturn using the scart 12v pin and gnd pin. But whenever i attached it the same way in the snes pal rgb cable it does nothing at all. Is there maybe something i forgot to mod for using it with a pal snes i wonder?

Would be very greatfull for any tips or hints.
