The diagonal lines looks like you are using composite video as sync with a PAL signal. You should at least use Luma as sync. Does it go away if you force your SNES mini to 60hz?
If I switch to 60 Hz, diagonal lines are less noticeable, but they are still there.
I think the cable from retrogamingcables is using sync on Luma.
