That animated gif is not an actual move, at least, not anymore....it was Ky Kiske's Destroy move way back in the original Guilty Gear, you can check out the original version I ripped directly here.

Guilty Gear is a heavy metal styled fighting game along the lines of Street Fighter, you can pick it up as Guilty Gear X2 in some gamestores, the latest being Guilty Gear XX Slash in arcades and Guilty Gear Isuka (a 4 player fighting game).

Here are some more Guilty Gear sprites I've done:

The best version currently on home consoles is Guilty Gear XX #Reload, IIRC it's on PS2 and XBox in Japan and Europe...however, you might want to wait a bit, as I think they're looking to release the latest arcade revision, GGXX #R Slash, on home consoles...not sure about that though.

MSZ I could swear that animated gif and the one above it are referencing several anime.

Jo-Jo's Bizarre Adventure comes to mind, along with Jin from Marvel vs. Capcom 2 with his giant robot and headband cape. Strider comes to mind too.

It is all a bit Beavis and Buthead esk. Pretty much everything is something violent.

Take a random look on newgrounds and you'll probably end up watching some cartoon character being violent, getting stoned or shouty cussing.
