N64 Troubleshooting

I bought an N64 on eBay and it doesn't work.

When I turn it on, the light turns on, but all that comes through the TV I'm using (CRT of course) is flicker white and a soft popping sound. I made sure the jumper pak was firmly inserted, that the game didn't require the expansion pak, and that the game's contacts were clean (I even opened up the cartridge and they were like new and shiny).

The only thing I found that could be an issue is the power supply. I borrowed my dad's voltage detector and found that it outputted ~10.6V through the pin that's supposed to output 12V and ~3.4V through the 3.3V pins. I didn't think that the latter was the issue due to it being very close to the intended amount, so I opened it up and just checked the former and turned the screw that controls the voltage until it was ~12.1V. Then I closed it up and it still wouldn't work, and then I realized that I probably made the 3.3V pins' voltages higher. Sure enough, they now both measure at ~3.9V.

Is the power supply causing the issue?
