Which of these two ports of G-Darius is closest to the arcade original?

Neither. PS version has more slowdown, Taito Legends version has less. Some would prefer the Legends version because of that.
Additionally, there's a "Ver.2" for arcades with some important changes. No port has any of these changes.

Oops, meant to write "less". There's very little slowdown in the Taito Legends version.

Interestingly, if you playing the PS1 ver on emulator ePSXe it execute some slowdowns that are in the original console.
The recent version of MAME now runs the game almost accurate as the PCB though, but the music isn't fully emulated yet.
But yeah, get the TL2 version (it runs on 60Hz until endgame, makes the game became fast-dodging and more challenging), here's for example.
