The problem with that is they're basically unenforceable, which means I'm not willing to ask people to do them.

Isn't that the definition of a challenge?
Those seeking higher tournament scores and glory can commit to the challenge....or maybe they just want a kickass game score/clear and/or spot on the list and decide not to pay mind to it.
It adds more variety and style compared to just playing and also clearing the challenge if you're doing well.
In regards to existing challenge system: Not forcing people is kinda a moot point because they are trying to clear it just by playing the game.

Er, I don't think either of you understood what I meant 
I mean, I don't have any way to tell they actually did it and didn't lie, short of watching everyone's replays and fuck that. It'd be nice if I didn't have to worry about that, but people have proven in the past that they can't deal with an honor system without shitting all over it.

Suffice to say, if someone cheats on STGT their shmupper's conscience will adequately punish them. There's no need to moderate.
