Will this cartridge allow you to play PAL Saturn games on a Japanese Saturn?

Yeah. I use the ACTION REPLAY 4M AUTO PLUS. PAL optimised games will be screwed up to varying degrees if you run them in 60hz though. You'll also need to enter a code if you want to run PAL Panzer Dragoon Saga.

You can also rewrite these carts to run Psudo Saturn which is basically like a softmod for your Saturn.

In the particular case of PAL Panzer Dragoon Saga it's fine though since what's burned on these discs is the NTSC-US ROM with a PAL region lock, no optimization at all, that's why PAL version is so slow. When running it on a NTSC machine after entering the code it's simply as if you were using the US version.

Yeah. As a general rule, it's the big first party titles (excluding Panzer Saga) that were PAL-optimised (Sega Rally, Virtua Fighter/2, Fighting Vipers, Panzer Dragoon/Zwei, Last Bronx, Fighter Megamix etc). Fortunately, Japanese copies of these titles are common and cheap. I just replaced my PAL copies with NTSC versions when I bought my Japanese Saturn.
