Can someone explain to me how this works? I'm wanting to get this for the Saturn to play Psyche Metal: The Bleeding, but I don't understand how you get the game on the Saturn to play it. Also, does it have to the specific version of the game for Dezaemon to run or do you use the PC version? Anyone that has this, could you explain how it works or link me to a tutorial?

Looks like you basically have to burn this to a CD-R and then use the manager to save the game to the cartridge.

The Bleeding is a 2004 PC sequel - the Internet Archive still has a copy (the original download link is dead).It is a homebrew tool for the Sega Saturn (so you need a mod chipped Saturn or need to perform the swaptrick). It also works on emulators like SSF.
