What else than Panzer Dragoon 1&2 was even meeting these criteria A.D. 1996? The 1994 Jurassic Park (arcade) was FPP, wasn't it? By the way, Omega Boost (1999) at least at one point is "on-rails". MDK (1997 on PC) - at more than one.

Panzer Dragoon Zwei is awesome but it sometimes drags with the miserable unskipable pseudo tutorial 1st episode (level) and tons of empty áreas(in a rail shooter that s ridiculous) and that is not suposed to happen in a árcade style game created by former árcade developers

G-Vector is also a rail shooter (Saturn), as Gamera 2000 (PlayStation)

Sega Rally Championship is a masterpiece. I've heard the original US version has some problems due to an early release, but I only have the Japanese version so I can't compare.

Gun Griffon was already mentioned in this thread, so I'll add the JP version of Magic Knight Rayearth... you can find loads of copies for under $10 US (the NA release is stupidly expensive due to its late release and low print run). Most of the inexpensive stuff on the console (so far as JP releases go) is usually all the in-house stuff from Sega (and some of their outsourced stuff too). They made fairly large print-runs of all their flagship titles.

JP version of Burning Rangers is a cheap and great game. The fire fighting premise seemed silly to me at first, and it's by no means perfect, but once I got in to it it proved to be a very cool, unique, fun and charming little action game. Might be somewhat tricky and less enjoyable if you don't underatand Japanese though (you have to contunally listen for cues and directions that are auditorily broadcasted to you).
