Arcade motherboard suppliers?

I am looking for a Sega ringedge to play "Shining Cross". Does anyone know of a Japan supplier that can hook me up with a "Sega PC" and valid license and cd along with the "shining cross" game. If I did not want the cabinet can I just buy the hardware and game? I can find the console without cd or owner ship ticket but no game, cd or ticket
