I own a SONY SFP Tube HD CRT with a DVI input. I must say the input delay is pretty small. I'm sending the original Xbox via component in resolutions of 480p and 720p. The Xbox 360 is using an HDMI to DVI cable also at 720p and a Dreamcast via VGA cable to an Onkyo 708 reciever with DCDi in 480p.
You can search Craigsllist for these TVs and they command about $100 to $300 depending on whether it includes the stand or not.

But what's good for movie material often isn't exactly the best solution for upscaling video game graphics.

completely depends on the TV model. There are current TVs which have truly fantasy 480p upscaling and others which can utterly make 480p games look like shit.
