General Game CD Repair Question

I'm not exactly tech-savvy, and here's a little question.

Bought a very rare game in a local shop. Game had a few deep scratches on the bottom, which was a red flag. Shop owner tells me the game was played through by him a few days prior without a problem, but that if I run into a problem I can come back and they will repair it for me. After all, they do offer a 30-day guarantee, or so it says on their paperwork. I was with the kids running around, so I thought to myself "What the hell."

Sure enough, I get home and the game doesn't boot (Saturn game). Plays for a minute or two in SSF, but crashes, always at the same place. I go back to the store, they take the CD to get it repaired. The guy tells me that because of the nature of the game, they will have it redone at a special place on an industrial-grade machine, not "some cheapo sanding machine."

I call a few days after, and another guy tells me they had the foil layer repaired, and that they sent it to another place so it could be laser-buffed, or something. The whole thing is a bit weird, as I've never heard of such repairs being possible. I'm guessing they're looking around in the meantime to find me a replacement CD, which would please me quite a bit to be honest. As a shop owner, this is what I'd do, just buy another one on eBay so the buyer will be happy. I don't give a crap where the CD comes from, I just want it to work. I'll give them until the end of the week then go and ask for my $ back, which is also a bit problematic because I didn't exactly pay for the game with $, but some trade in.

So, big question... Is a CD with a scratch damaging the foil layer repairable? If the scratch isn't in the data, is it a problem? Is a see-through always a problem?

As far as I know, no... foil damage can't be repaired.
Damn Tim, you know there are quite a few Americans out there who still lives in tents due to this shitty economy, and you're dropping loads on a single game which only last 20 min. Do you think it's fair? How much did you spend this time?
