OK, I hunkered down at got an XRGB-mini Framemeister, a modded NES toploader, and SCART cables for my Super NES, Genesis and Saturn. So far, so good. I recorded three playthroughs, things seem to be progressing smoothly. But now I'm working on an Xbox game and I noticed something with my Elgato files...
To make sure the videos aren't all jittery, I turn off the preview and don't let it automatically convert to MP4 files. Because of the latter, I figured I'd save time by not getting the Elgato software convert at all, and just use something like Any Video Converter. Cut out the middleman, quick, easy...
Except when I took a closer look at the resultant files, the frame rate is NOT 60 or 59.94 fps. When converting straight from the .ts file, there's three duplicate frames in a row. And even when I let Elgato software convert to MP4 first (Such as to make a video with my commentary kept separate), every other frame is copied, making it more like 30 fps. This is true of both said old Xbox game and an NES game recorded courtesy of a modded toploader and the Framemeister.
What can be done about this? I just want to get cranking on this game backlog and record record record, but I keep hitting walls. A modded NES and a Framemeister should've been enough, but nooooo. What inexpensive or free programs can be used to convert the raw .ts files to get me something with 59.94/60 fps? Or do I REALLY need to deal with using Elgato convery files and THEN compress them in something else, just to get 30fps!? That's an awful lot of time my computer will need to be bogged down!

There's a good chance that the games you're been using are simply running at 30fps instead of 60.
Which games did you try ? Did you try something that you definitely know is running in 60fps ? If you got a XBox you probably have OutRun2 or OR2006. Give there a try.

Do you record in 720p or 1080i ? If you record in 1080i60 and use a poor player for playback, then you end up with 30fps. 720p60 is pretty safe though - even the worst player will play that with 60fps.

I typically just used 480p when pumping through the Framemeister because I figured anything bigger would be pointless for old-school titles. And again, I had this same problem with the Xbox and the Elgato WITHOUT the Framemeister, and maybe with Shovel Knight off my PS3 as well. I'll have to check on that last one.
