Unfortunately neither game is finished. The video states that both releases are trials.
Off the top of my head, the only finished new shmups coming out are (not counting Touhou derivatives)
Kyomu no Otome by Akiragoya
Aurorablast 3 by neoTransilvania
雪晶石 -Malice Eater- by Project Noise
Touhou 15 (I'm assuming)
There is a much more comprehensive list at http://stg.liarsoft.org/c/?p=C88List, but it's not always accurate when it comes to listing whether something is a trial or a complete product. IP addresses outside of Japan are still blocked most of the time as well.

^Zangeki Warp has been out for a while now, and it's indeed quite good.
And yeah, that racing game looks promising. I don't care for the Touhou bits, but it's about damn time doujin circles start taking a part in the budding arcade-style racing game resurgence that western indie developers are spearheading.
