does anyone know if the PAL european Giga wing has a 60hz full screen mode?

Yes, it has 50-60hz selectable at the start.

Hm, from what I remember Gigawing PAL is not compatible with the RGB cable, so I'm not sure it can do 60hz unless in vga?

PAL Gigawing supports RGB. It's the JPN-US releases that do not.
