How do I get rid of these diagonal lines on the screen?

OK, before I hunkered down and bought an XRGB-mini Framemeister, I tried the DVDO iScan Plus first. It worked for what I wanted, namely line-doubling to eliminate unsightly interlace artifacts, but a new problem surfaced. For NES and Super NES, both on clone systems and original hardware, there were diagonal lines akin to the jailbars frequently seen in older Genesis models. Hell, with Genesis games, there were regular ol' vertical jailbars galore!

What kind of noise is this? Is this an electrical issue, like a grounding problem? Will I need a ground loop isolator for composite video to eliminate these diagonal bars, or something else? I'd like to know, because while I've got SCART/RGB cables for the Super NES and Genesis (though there's another issue with the latter), all I got on the NES side is an AV modded top-loader I happened to find. And stuff recorded with that via Elgato looks HIDEOUS when pumped through the Framemeister. So if I can get this diagonal bar issue resolved, I'll just use this DVDO iScan Plus with my top-loader, and the Framemeister for everything else.

With some consoles, those diagonal lines were already there to begin with, while others it can be caused by using 'sync-on-composite' RGB cables. The latter is why I only use CSync RGB cables whenever possible.

On my consoles, the SNES had the diagonal bar issue native to the system itself (APU revision), and so I snagged a 1CHIP-03 which I then modded to restore CSync (only revision that needs the mod). My original Hi-Def model Genesis had the classic vertical jail bars, so I modded it by severing the trace lead that comes out of pin #50 on the VDP chip. It 100% completely eliminated the vertical jail bars, which were affecting the blue line. For the Nintendo, I just got one with the NESRGB mod installed and the SNES-style multi A/V port on the back.
