So, I play MAME by running a VGA to S-Video converter from my desktop computer to a CRT TV. It converts the signal to a proper 640 x 480 (that's 480i right?) for the CRT TV but it doesn't do 240p.
I know that 240p is when the tv takes the 480i signal and then does something with it, right?
Long story short, how do I get it to display 240p?

240 is a different signal. If your converter can't output it you need a different method.
Many PC video cards can actually be made to output it, but in RGB.

I would settle for adding scanlines in MAME as well. How do you do that?

Doesn't work when you output in 15khz (240p or 480i). For simulated scanlines you need at least a 480p (31khz) output.

480i isn't 640x480. Even if the actual resolution was 640x480, 480i would only send 640x240 to the screen per tube sweep (and it can also send 600x240 to the screen, 512x240, 320x224...). 240p isn't actually 240 lines, either, due to NTSC things - on the other hand, the VESA PC VGA resolution of 640x480 is actually 640x480.
All that is a long way of saying that the typical signals are somewhat different formats. This is why specialized ArcadeVGA cards and special force resolution programs exist.
RGBHV can sometimes be made to work nicely with RGBs. I don't know about converting RGBHV to S-video or composite, but it should be doable.
