There are some difference between the PS1 version and the Saturn version.
The PS1 version seems to run smoother (might be faster) than the Saturn version. There are some slow down in the Saturn version at some points.
But I suspect that the slown down also appear at the actual PCB version. Which version is closer to the PCB in terms of game speed?
Other differences I notice:
The sound, especial speech, is much clearer in the PS1 version.
While in the Saturn RGB output is definately sharper and got richer colour than the PS1 ver.
DonPachi, PS1 and Saturn. Which one closer to the PCB?

I haven't played Donpachi extensively, although it's excellent, only cleared the first loop a long time ago, and that was on PS. But here goes:
The Saturn port has the 'rgb' option under pause menu, great for those with RGB monitors. The score attack mode is handy for practicing individual stages as well.
PSX port has better sound and less loads. no slowdown either.
Both worth owning, though if you need just one get the PS.
As for how they compare to the arcade, well. Obviously the arcade version won't have any loads, doesn't seem to have much slowdown (though I haven't played it much at all) sadly the music has been downsampled, so music wise it's worse than both console ports. We can look down on Cave now for using cheap sound hardware, but it makes sense to me: save costs on parts since you can't hear the music in the arcade anyways.
All 3 have identical gameplay, all this doesnt really matter in the long run. Though if you invest a lot of time in the game, you're going to be spending cumulatively several hours sitting there doing nothing with the Saturn version - heavy slowdown and loads.
Still, I prefer the SS ports of both DP and DDP...the slower speeds (overall in DDP) make them better for score competitions. Same with Strikers 2 SS, which is possibly the only port that is worse than it's PSX cousin in every single way (even costs more). Sometimes using the inferior port pays.

If you can't turn your TV on its side, AVOID the Playstation version, it doesnt scale the game, it just chops the top and bottom off. I used to have the Saturn one, but can't remember if that did the same thing or not.
