Is this locked to Steam DRM?
Of course, that's just an opinion.
Always seeking netplay fans to play emulated arcade games with.

My guess is yes, because it looks like it uses Steamworks.

There is a Desura version but It's outdated. But I will update it once I'm sure the steam version is 100% perfect.
Why, is there a problem with releasing a steam version for steam?
I'm asking honestly, I don't see how can that be a problem.

Some people do not like the idea of not being able to execute a game outside of Steam, is all. Ownership stuff.

Yeah, a non-Steam version would be great. Is Desura another Steam-like client, or is it just a storefront?

It's a storefront basically, but they sell Steam and DRM-free games, the latter of which you can just download from your account once you've purchased it. I've bought a few games from them and everything went fine, so no worries on that front either.
