OK, so I bought a SCART cable off ebay to use with my NTSC Dreamcast, because that TORO box is unavailable. It finally arrived today and I plugged it into my FM and turned on my Dreamcast and.....I heard the familiar music and yet all I saw was the Blue NO SIGNAL screen, absolute devastation. But before I completely gave up I pulled out one of those cheap SCART to HDMI boxes I bought before getting my Framemeister and too my surprise the Picture showed up fine.
Am I missing something here?
EDIT: OK trying the cheap SCart box again and actually playing Skies of Arcadia, the picture is divided into 4 squares

does your adapter have a sync stripper? if so, the scart cable may not be powering it. According to the above the US/JPN version doesn't support RGB even though it supports VGA. The PAL version supports RGB but not VGA. So you may want to pick a different game to test the DC SCART cable. A stock US console should refuse to play an original US Skies of Arcadia disc when a RGB SCART cable is connected (a patched copy could bypass this).

How "cheap" is this SCART-to-HDMI box? Ideally it should switch to RGB based on the voltage on pin 16 - but it may simply go for the lowest common denominator and just use composite video and ignore the RGB lines.
Do you have another console with RGB SCART output to test the RGB SCART to Mini-DIN-8 adapter and the XRGB-Mini?

My JP dreamcast can show RGB via SCART just fine though.

Just tested this, and oddly enough, this is accurate-- I have a US DC and US copy of SOA. Skies works great via VGA, but refuses to go past the DC splash screen when connected via RGB cable. Odd...I guess I never played Skies when my only option was RGB for a few months.

- When the Toro is set to VGA 31kHz RGB will be fed through the RGB SCART cable to the XRGB-mini.
- Alternately boot the DC in VGA mode and after the boot screen flip to RGB. If timed right that will bypass the AV test and 15kHz RGB should be fed to the XRGB-mini (not sure about the game's playability).
