Games that include both real time and turn based combat?
I can only think of three. What else was done in this vein?

X-COM Apocalypse includes both modes and let you choose which one you want.

In King's Bounty: The Legend combat per se is turn-based, but explortation can make for some excercise in dexterity when you are trying to avoid confrontation/lure the enemy parties close to each other/confront them before the Rage level drops. Be it due to imperfect pathfinding or by design, it adds the kind of tension more typical of action games.

Does pause-able real time count? Because there's a lot.
Two working class dudes, one black one white, just baked a tray of ten cookies together.

I read about some first person (?) shooter in develpoment that mixed commanding when the time flow's paused with real-time action years ago (in PC gaming press), but I don't know if it got finished. Then again, plentiful tactical shooters consist of the planning phase and real-time gameplay. Then there's Valkyrie Profile 1&2 and hybrid systems in many Square games.

Advance Wars: Dual Strike has a separate real-time mode (it sucks).

Codename S.T.E.A.M. is turn based with some real time aspects. Not sure if it counts, but I remember reading that one of the Bomberman Max games had a mini game with pokemon-ish battles.
This probably doesn't count, but Kirby Super Star has a stage that parodies turn based battles in RPGs.

The Growlanser battle system is a hybrid of both, though it's not an action game if that is what you are looking for.

Future Tactics has turn based movement, and then you manually aim down-scope using button timing to line up shots. I thought I would love it, but unfortunately it has several stages that I really didn't enjoy, mostly due to infinite respawning enemies. Ogre Battle/Ogre Battle 64 kind of fits that description. Amazing games to boot, especially the N64 one.
