No, I don't think it was that. I think the character being on foot was unique to him, and that the other characters were in cars/karts. (I don't remember any jumping, either)

Someone in the comments posted the name. It's "Cool Riders", made by Sega (hence why it looks so similar to Outrunners).

Huh. Sega certainly released a lot of unported arcade games that have fallen by the wayside of history.

Found a clip of "Slip Stream" in the related videos - it's a 1995 Capcom arcade racer that looks like a CPS2 game at first glance, but was actually made for Sega's System 32 hardware, and released only in Brazil/Latin America. Would love to hear the story behind this one.
