Interesting - I thought this was going to incorporate something like NESRGB for the video output - but I don't see any traces connected to the EXT pins, or anything that strikes me as beefy enough to do the job. Are they just transcoding the composite output?

Yea, its pretty ridiculous that these motherboards Dont output RGB. You would have thought they would have built the RGB board into the actual motherboard.
