Would an Extron 203 rxi solve my sync problem?
A while ago I posted about my neogeo cmvs not being able to sync to my Sony Bvm A20f1U, since it's a multi format monitor. http://shmups.system11.org/viewtopic.php?f=6&t=49035 Recently I learned about the extron 203 rxi and heard it helps with sync problems. Would this device solve my cmvs sync problem on my bvm A20F1U?

Well I can tell you from my experience, that it will remove all the stupid curling I get with some arcade boards and I get a perfectly good image. Never tried it with a MVS because my MVS has no issues.

The image I get with my cmvs is a really shaky unstable picture. I could help, not nobody can tell unless you try it. The problem with your MVS is that it runs too far from actual NTSC specs (59.15Hz instead of 59.94Hz). The Extron won't change that.
But a linedoubler like the XRGB-3 will keep this refresh rate as well and I had monitors that couldn't display MVS > XRGB-3, but could display MVS > XRGB-3 > RGB interface.
