Alright folks help me find this shmup

I remember playing a shmup when i was a child, it was a side scroller with a space theme.
You had a selection of three characters each with your own ship, you had bulldog with the biggest, slowest and more powerfull shit, crazy something i don't quite remember i think it was crazy jack or joe, anyways he had the fastest and weakest ship in the game, it was also a slim ship, where bulldog's was kinda like a flying bulldog.
And finaly a female character with a balanced ship which i never picked.
The menu was like this PDA with a green screen, all three ships were grey, it was a pc game from the 90's and a danm good one.
You had that powerup bar like in lifeforce, everytime you get a powerup the bar goes to the right and you press a button to select a weapon upgrade, i remember you had stuff like magma and plasma, magma was very important because it was the only thing that could destroy astreroids so it was very important to get it early.
