Extron SCS 300 RGBS to RGBHV?

Has anyone ever used a Extron SCS 300 to convert RGBS to RGBHV? I've got it doing RGBHV to RGBS but can't seem to get it to do the reverse. The Extron website says it should be able to but I can't get it to work. Do I have a bad device or just doing something wrong?

I could be pulling this out from my tail on this guess, but have you set DIP Switches 3-5 to Off? What switches are turned on and of

Yes 3-5 are off, I even flipped them on then off to make sure they weren't mid-way flipped. I expect all off to work but it doesn't, I have tried 1,2, and 6 but they have not seemed to have an effect and 7 and 8 flipped on I wouldn't expect to work. Strangely with all off one of my video processors is picking it up as RGBS but it only works with both H and V plugged in, but if flip 3 then it works as RGBS with only one cable the csync(plugged into H).
