BVMs work with composite video for sync just fine.

the cable with sync stripper will only allow you to get raw sync, while the cable without will only allow you to get c-sync. the picture quality shouldn't really differ between the two. pal snes units may show some noise in the picture that can be softened with a sync stripper, but i think the sony bvm monitors only take either raw sync or c-sync.

I've already found both the 68X and the 15R here in Europe. The 68x is on it's way but the seller on the 15R is slow at responding. Yes if you don't want to pay a lot those items can be pretty hard to find.

PVM 20L5 (+ BKM-120D) arrived - nothing like digging through layers of bubble wrap with a crappy pair of scissors while my fingers are freezing off, and digging biodegradable packing peanuts out of the snow with my mittgloves and a shovel. Hard part's done, hopefully! This thing isn't that heavy, and the handles make it much easier to deal with. Even opening the box upside-down it wasn't too bad (though I kind of grabbed the wrap and hauled it out that way).
