Voting rules:
00. While this has not been run before, some depth of knowledge of the genre is still expected in order to be able to participate. The T25 background check is probably as good a place as any to start, along with some of the developer breakdowns from previous years' results as well (linked in the discussion thread).
01. Use the following vote format:
- 1. First developer name
2. Second developer name- etc.
02. The minimum number of developers you can vote for is 6, and the maximum is 20. Each developer will be awarded points based on its position in the ballot, with the highest score going to number 1, scaling down to whatever the lowest entry is based on list size. Point gap values will always be slightly larger near the top than the bottom.
As wth the individual games voting, you may vote for which developers you think are the best overall, the most influential, most personally likable, most underrated, etc, but note that you are now to vote based on entire shmup libraries (and ONLY shmup libraries, for that matter) and should at the least be aware of most of what any company you include made. This also means there is a need to take care to vote for developers rather than publishers. A (hopefully) accurate record of shmups by well-known developers has been included further down, in order to simplify this process. Lastly, unless a severely different port of a game was put together by another company (which I can't think of), only original releases are accredited to a developer.
03. Take note of individual game rulings, given in the main T25 rules, particularly rule 08 for determining what qualifies as part of a shmup library and what doesn't. Also note that certain groups or companies with different names may be considered to be part of the same development group. There is no minimum for how many shmups a developer has made, or for what platform, although logic dictates that larger libraries will have more games to give consideration to.
Developer archive & providing information:
In order to provide an easily accessible and accurate source of information, I have been scouring the web for developer credits. At this stage it contains mostly arcade companies with a long history, along with a few console and indie/doujin developers. (Original releases, as I am not going to attempt to record every port and re-release under the sun.) While surely not perfect due to personal limitations, it should hopefully suffice for most needs. Note that this is only to serve as a guide and certainly not to limit what you're allowed to vote for.

I haven't thought of any others yet who have more than a couple shmups (e.g. Edelweiss) or more than one main, obvious series (Touhou).
Let's say somebody wants to vote for East Technology, and are the first voter so far to want to do so. This company has a small library not listed in the archive and its games are not well-known. In that case, they could do something such as this:

Yes that is correct, Ryu Jin is, from what I've gathered, not a Tatio game after all. Developers!
Again, there shouldn't be any issues in most cases, as I'm sure most people have a fairly solid understanding of who made most of the games that they care about. Still, if you can help out, I'd appreciate it.
