I have a Neo Geo AES 3-6 revision and from what I understand the usual csync pin (pin 7) on the AV connector is just also composite video on these later revisions.
Now, I believe I understand the gist of the mod: Cut the trace going to AV DIN8 pin 7 on the bottom of the PCB, then solder a wire connecting AV DIN8 pin 7 to the video encoder (cxa1145) pin 11 (csync). That much is correct isn't it?
The main thing I'm uncertain of is if it should have any additional components such as resistors or capacitors to get signal level correct and/or protect the circuitry. Can anyone enlighten me?

The MegaDrive uses the same RGB encoder, and it needs a 220uF cap and a 75ohm resistor in series on the C.sync output. The sync input on the CXA1145 might differ between the two systems, so I can't say for sure if it's needed or not
