Car shmups
Not as rare as boat shooters, but somewhat rare nonetheless. If a company were willing to make a car or motorcycle shooter in this day and age, would you be down? Just think, a Cave-style combo system and instead of popcorn drones to keep the chain going you could run over pedestrians or innocent pets a lá GTA. Yes, I need professional help.

Well, Video System's “Turbo Force” featured some vice innovations for the time (1990) like 3-Players simultaneously and an interesting build up power up system, but you didn't have to run over pedestrians / pets.

It's a way more popular genre then boat shooters. Of course there is Spy Hunter, but also Super Spy Hunter (Battle Formula) for the NES, which is much more of a traditional shooter style game than Spy Hunter, and Highway Hunter (90's PC game), which is very similar to Battle Formula but is slightly more intense.
As far as motorcycle games, the only one that comes to mind is Thundercade. It plays almost exactly like a motorcycle version of Tiger-Heli (only worse). I've only played the NES version which isn't very good but the arcade release might be better

If anyone's ever played Vice: Project Doom for NES, that game has a couple of Spy Hunter-style shooter levels. Sweet game overall actually, it combines Spy Hunter, Ninja Gaiden, and Operation Wolf into one tasty package.

We here shall not rest until we have made a drawing-room of your shaft, and if you do not all finally go down to your doom in patent-leather shoes, then you shall not go at all.

I LOVE Turbo Force! I agree. However, (someone correct me if I'm wrong) Super Spy Hunter was not actually a sequel to Spy Hunter. The original Japanese version was called Battle Formula and was unrelated to the Spy Hunter franchise. I dug "Action Fighter" on Sega's Master System. You started off as a motorbike, and then collected powerups to turn into a car, and from there more powerups to turn into a plane. You could either bump into cars on the ground, or shoot them.
We used to play that for hours as kids, but never get enough powerups to turn into the plane, because the car bit was the most fun!

Ah yes, I forgot Last Duel. Not a bad little game overall, although it can be frustrating. I used to play it all the time on my C64, and actually I prefer that rev to the arcade version.
