You have the correct cables so it must be faulty wiring in one of the cables. Sometimes solder joints break during shipping and again sometimes the cables were not wired right to begin with. If you have a multimeter you can verify things for yourself. Or you could open up the SCART housing and take a few pictures for forum eyes to give a once over.
Yes, it can. But from experience of following many, many Framemester related issues on these boards the problem is never, never with the mini. Every time someone came here with a problem asking whether his mini was bronken the answer turned out to be no, the problem stemmed from something else.
For now connect your SNES to the mini using that JP21 cable you mentioned and if as I suspect it works you can open up those other SCARTs and put up pictures of how they are wired.
Ok, so I'm going to upgrade to scat cables so everything plays more nicely with the xrgb I mini. However as I look through ebay, I see a number of cables that aren't clearly marked as Japanese or euro. Is there an easy way to tell, such as 20pins vs 21pins?

You'd better be careful searching for "scat" cables. This has been asked several times already, unless the cable is explicitly marked as being Japanese RGB21, it's Euro.

My framemeister arrived yesterday and I'm having a specific issue. My NTSC-U SNES won't give an image to the Framemeister at all. No source is detected.
I've got a JVC X'eye, PS1, RGB PC Engine Duo, and Sega Saturn all working via RGB just fine. I should note that my SNES works via RGB on my PVM and a cheaper scart RGB to HDMI scaler using the same Euro-scart cable that doesn't seem to work on the Framemeister.
Any Ideas? I'd question the euro scart cable specifically if it wasn't working fine on the other scaler and my PVM setup.
I should also note that I'm using the XRGB passive adapter cable from retro console accessories. Perhaps I need the one with the sync stripper to get the SNES working?

you need to ask the seller explicitly what the pinOUT is. Is it wired for the European SCART standard or the Japanese RGB standard?
