I nearly bought one of those OQO micro PCs when I was into that phase - I ended up with a Vaio UX 90S and crazy tricked it out, even sending it out to some guy with BGA reballing gear to upgrade the CPU to a Core2Duo. Wicked piece of kit and I really regret selling it. Playing House of the Dead 2 on it was loads of fun.
I am not up to date on recent handheld options, but I have both PSP and an Xperia Play, and in my experience the PSP is still superior. I never quite got anything working on Xperia Play to my satisfaction, and yes the input lag is game-breaking. Can't stop my reticle where I want to in Wild Guns, because the damn thing keeps moving when I let go of the button.
With proper tweaking, most things I want to play on PSP are running very well.

Input lag on other Android devices is notably better than on the Xperia Play. The Xperia Play is a really poor device does not accurately show how emulation on a modern Android gaming device is.

It feels exactly like a NES pad. I should probably have gone for the Famicom one though - the sharp triggers on the NES one are pretty uncomfortable for anything that uses them.

That's good to know that things have improved, but it still makes me sad that the Xperia Play is as crappy as it is. Xperia play with better specs and bigger screen. I would instantly trade my note 2 for that. I don't care how big they make it, I will carry it everywhere I go, and game every second of my gaming life. Do it Sony. Do it.

Pandora is obviously the best, although pricey.
Second choice would a slim PSP 200x or 300x. Don't want a PSP? Then go for a Nintendo DS Lite with "3 in 1 EZ flash". It offers you almost perfect Gameboy Advance compatibility, better than the PSP. You can emulate GameBoy/Colour, NES, Sega GameGear & Masters Systems and others, but forget about anything 16-bit or more.
Also, don't bother with the Dingoo handhelds.
