I wouldn't doubt those DDoS attacks are coming from anti-piracy groups funded by the media providers.

I'm basing this on nothing of course, but I see few other likely sources of the constant attacks on piracy sites.

It sounds like this is specifically targeting anime/manga piracy within China, Japan itself, and Asia in general. Westerners will most likely see little to none of its impact.

The anime industry is beginning to see China as a gigantic untapped market, and rightly so, but it's notoriously difficult for content creators to actually make money off of a region where piracy is even more rampant and accepted than in the West. If they succeed in taking down those 580 sites, 600+ more will spring up within weeks.

Anime is popular amongst teens and young adults, most of whom work in retail and services, a sector that's hugely underpaid versus product costs that are rivalling and even exceeding the west in many cases (Chinese people pay more for Chinese made goods than English and Amercans, true story.)

A day's work in Starbucks earns between 6 to 10 British pounds depending on region of the country. Super rich buy flying lessons and high class escorts, not anime. I have a feeling piracy will prevail until the youth's spending power increases dramatically.

I do too, but for me it's a pity that there's literally about 4 shows max a season I give a damn about - and if I'm really honest, 2 of them are usually I'm just watching 'because they're there'.
