Feel free to mention games of other genres more violent than expected. I usually namedrop the first Burnout as well as Fallout 1&2 and Tactics.

Welp, Dark Colony and Dawn of War were exactly what I was going to mention. Can't think of other violent RTSes.

It amazes me that the FMV game Brain Dead 13 got away with a K-A rating. Some of the death scenes are incredibly violent in a cartoonish way (i.e. your character being ripped apart by hooks in his eye sockets), they just don't show any blood or gore. It's probably no coincidence that it shares its name with the infamous Peter Jackson film, and I could see a young kid being traumatized by it.

Heart of Darkness and Zack & Wiki have pretty graphic death scenes, but they look somewhat becoming in both (not quite unexpected).

There's an incomplete game you can get for dirt-cheap called "Genesis Rising." It was clearly meant to be a homeworld-esque RTS but ended up merely becoming the poor-man's Freedom Force.
However, I love the game's aesthetic. It takes place in a far-flung future where humanity flies grotesque giger-esque organic spaceships that repair themselves by growing proboscises and sucking the blood from defeated enemies.
Just don't let the terrible voice-acting and super-choppy dialogue parts ruin the effect.
