Some people buy their games sealed and do play them, it's just because they prefer to be the first to put their hands on the stuff, especially with CD-ROM games of course (personally it's my case). Otherwise, I agree with you. It is normal that brand new out of print items cost more than the used ones, but more and more people on eBay try to make a fortune with that, as they buy several copies of every game released, put them for years in a closet, then flip them on eBay. The "being first to put your hands on it" thing wasn't true - retailers put the cases out and stuck the games in at the till. Even where a dummy case or a card was on the shelf, they'd take out a copy from the stock and check the game and manual were inside. I never bought a brand new Master System, SNES or Dreamcast game that was in shrinkwrap, so (for retro consoles at least) what are these magical seals that people get so excited over?

Most of the brand new CD-Rom games are factory sealed... I don't trust the retailers who claim their games are new but opened because they wanted to check if the game and manual were inside

Here in the US people aren't carrying around shinkwrap machines in their pockets, I guess, so shrinkwrap at stores was usually a reliable thing.

At some time, a few US chains moved to doing what you describe, due to theft. Another explanation (for why this wasn't seen in the UK chains you describe) could be cost-savings on shrinkwrap / enviro-friendliness. I've heard many people say that Japanese cartridge games weren't sealed.
