If we're talking Rolling Thunder-style games, E-Swat and Crime City fit the bill.

Ehh, bad read. But those games, along with Elevator Action Returns, are like the only games strongly reminiscent of Rolling Thunder, period.

It's somewhat of a strech, but Metal Slug X does play somewhat like Shinobi since there is a lot of action, one hit gameplay, and you rescue hostages. No ninjas, though.

Ninja Gaiden!!!!! NES/SNES
Shadow of the Ninja, and ShatterHand...also on the NES.

Edit:
Sorry, just now noticed you were asking for games on the PS1.
The Strider collection is pretty cool.

Mortal Kombat Mythologies: Sub Zero

Not very good, though, but fits the spec.

Rise from your grave!
I was wondering about this just now and Google led me back here. Somebody has to know something since almost 9 years.

The Rapid Angel / Kaisoku Tenshi has a few similarities to The Super Shinobi II. The dash, double jump, dive attack and standing combo of the main character will all seem familiar. It's absolutely not in the same league either mechanically or artistically, and has some annoying issues like the delay before starting a dash and generally ineffectual combos, but it might be worth a look in emulation.

Somewhat of note, the end-stage tally awards bonuses for your longest jump and biggest combo, which would've been nice if the stages and engine were properly designed around such things.

AFAIK Strider 2 is still easily the best answer for Super Shinobi-esque PS1 action, especially playing as it does like a hybrid of the original game's crazy slashing and SSII's developed moveset.

A bit more acrobatic, but Strider 2 was for the PS1.
Two working class dudes, one black one white, just baked a tray of ten cookies together.

An oligarch walks in and grabs nine cookies for himself.

Then he says to the white dude "Watch out for that black dude, he wants a piece of your cookie!"
