It appears after you beat the game and it is not fought at all.

There's a mention in this Recca interview that it was just Yagawa playing around, added for extra polish.

OMG! Mind blown. not really, but it does add a lot to how awesome CRS is the way it homages other games. Like the high score board filled with Toaplan games
