Consider a connection like this:
Mega Drive or Snes, with a RGB SCART cable connected to a SCART video switcher, and from the switcher SCART-OUT to the YPbPr-IN on the TV using a SCART to Component interconnect like this one: http://www.atlona.com/product.php?produ ... 260&page=1
Would this works with any problem?
Retroconsoles to component TV via SCART switcher
RGB and YUV (ie: YPrPb) are two different formats. They are not compatible. To convert from one to the other, you need a transcoder.
The cable you link to is not a transcoder. It is merely a physical connector. It assumes the devices you are connecting to are either a RGB-SCART output with RGB-component intput at the other end (which will require sync on green); or a YUV-over-SCART output with a YUV/Component input at the other end.
Don't confuse SCART with RGB. SCART is a plug. RGB is a signal type. SCART can carry any signal, and RGB can be carried over any plug. The two are not the same thing.
Short answer: no, that cable won't do what you want it to do.
