Gameboy Advance - GBI (w/GCVideo) vs gbaHD? (re: native video output)

Does anybody know the differences between the video/audio output of the GBI (Extrems version) (using GCVideo) or the gbaHD?

For example, can the GBI output the exact native timing and resolution of the GBA? I've been told the gbaHD overclocks to 60 Hz. (it's a very slight overclock, but I'm looking for 'native' output)

I'm also going to be using a RetroTink 4K but my LG TV seems to handle out-of-spec HDMI refresh rates really well so I would love native output (just upscaled to 4K of course).

I don't know how close either gets to being exact, but both gbaHD and GBI have a ~59.7Hz option.

According to Wikipedia, the native refresh rate is a quite specific number (59.727500569606 Hz). I wonder if there is a reason these methods (gbaHD, GBI, etc) can't output the exact rate?
