so i have been looking a lot through the web to see if there's any place in which people hangout in case they wanted to play shmups in coop, but i wasn't able to find anything like that.
Fightcade supports many shmups like Progear and Giga wing, but their servers are pretty much empty and no one is playing those on Fightcade.
so how do i find people willing to play those shmups together on fightcade ?

Deathsmiles on 360 has an online co-op mode for xbl subscribers. Never tried it though.

That's a great question, I have a gang of netplay pals that I occasionally emulate stuff with, but basically none of them are interested in scrolling shooters. Sadly, any time I have attempted to get netplay going with community members around here it has been met with quite a bit of hostility from elitists who think playing seriously is impossible with online input lag. They're quite wrong though, I've managed to no-continue co-op clear several 2D shooters with a few people in the past and it was amazing.
I typically play arcade stuff over MAMEHub, it has a vastly larger library than Fightcade because it works with the entire MAME library.

I've only ever done that once, it was 10 years ago via Supercade during a Neo Geo livestream (on UStream, it predated Twitch), but I can confirm the lag was minimal (far lower than I was expecting) and overall it was really fun. Played Metal Slug, Ninja Combat, TSS, Blazing Star with a guy from the UK (the streamer). For being across an ocean from each other it worked amazingly well. I'm not sure fighting games would be enjoyable, but anything that has peer-to-peer netplay (like Fightcade) is likely good enough for other genres.

Netplay is fun for a lot of games. The best way to play with people is to get their direct contact message details on an instant messenger like Discord, IRC, Telegram, etc, and when you're both online it's easier to coordinate playing.
Fightcade's interface makes it hard to find people who are online unless looking in specific rooms, or unless they hang out in the general lobby, but it's a fun platform to play arcade games co-op on. I've not had the chance to try out MAMEHub yet.
Steam's "remote play" option now allows you to play nearly any local multiplayer online, and it's even more robust than Fightcade. Tried it once with Deathsmiles, ran flawlessly. I play Wild Guns on it pretty regularly in coop.
