Upscale or record 53hz v-sync

Does anyone know of a capture card that's capable of recording 15khz w/ 53hz vertical sync? Also, a CGA->VGA device that can upscale to 60hz would work, too.

The Micomsoft SC-500N1 can capture 15 kHz signals with non-NTSC vertical sync frequencies.

Is there anything that doesn't cost $300usd?

Will the XRGB3 upscale from 53hz to 60hz?
