The control pad (D-pad) usually uses 'conductive rubber domes' for their switching technology to register digital inputs. And a well designed D-pad (Saturn) that uses these switches, has some of the the fastest switching (with no inherent mechanical lag from snap-action microswitches), *and* with tactile feedback...
What does this mean? Any game that benefits from ultra-fast-return-to-neutral, e.g. shoot-em-ups...
And alot of the technical jargon, modifications and definitions that are used on the site to promote joysticks, can also be applied to D-pads, analogue sticks (digital mode) and even keyboards...

I wouldn't call this "bad information", but skimming that page (and the rest of the site with so called technical info), the guy/gal doesn't realise the irony: The D-pad is a specialised form of the 'joystick'...
