The most reliable fix to this is reinstalling W10 with the latest USB installer; failing that, sometimes the Windows Update troubleshooter works, though it usually ends up offering to delete and redownload the downloaded update files, which you can do manually. I've had an installation that was broken enough that only the reinstall worked. There seems be some basic issue with W10 not wanting to admit it has the files that it's already downloaded, and getting stuck in a loop, even though the update files aren't corrupted.

There's a lot of good information out there if you search for "Windows Modules Installer Worker," in case you haven't run into that.

His main defense against this accusation is that he used his voice in a video he posted, which may seem sound. But after witnessing a 4chan discussion in which several people discussed voice modulation software for the purpose of fooling people into thinking they are little girls online, I have begun to question a great many previous convictions in my life.
