It's not like shmups where too many people don't know the genre exists, or don't know how its meant to be played. People know fighters exist and they know how to play them. There are many, many fighters out there with extremely low execution barriers, but casuals will still never play them in the way fighter fans play them because they just aren't into that kind of gameplay.
The best you can do to draw in casuals IMO is to make a game like Smash Bros, where you can jump around and throw fireballs easily and not feel as clunky as you might right off the bat in something more traditional. But even with that, they are not going to play the game on a competitive level if they aren't into it. There's simply nothing you can do to force people to like that kind of gameplay.
